Can you use AMD RSR or FSR with OTT for visual benefit in games like ACC?
Also, would there be a setting to reduce the jitter when you have a clear picture?

Without knowing too much about those technologies, from what i know they do "image upscaling", which is the same technology that Oculus uses, e.g. Super Sampling. I have an nvidia card myself and they have simillar technlogoy that i have not actually tested. So i cannot say for sure, but my initial "guess" would be that OTT/Oculus Super Sampling and AMD/nVidia technlologies are not compatible as they do the same thing. So these things are basically different tools and options for doing the same thing. I would test what tech works best for a given game and use it for that perticular game.
Regarding "jitter" it sound like you are pushing things a bit too high, causing lag. Oculus ASW technlology can help with that, so try with ASW enabled.
If it is and you still experience jitter, then you might want to check what pixel density you are actually getting. When you set it in OTT (or with the oculus debug tool) it acts as a multiplier (most of the time). So if you have an in-game option for setting super sampling and you also set it using OTT, the two values might multiply, causing a higher super sampling value that intended. So in-game 1.3 (or 130% or however the game represents that), and a OTT setting of 1.2, might lead to 1.3*1.2 =~ 1.50.
Use the Pixel Density option on the Visual HUD dropdown on the Game Settings tab in OTT, and you can see what Super Sampling value you actually get.
The above might also be true if using AMD/nVidia FSR technology but i haven't tested that.
